Greater Collaboration between Caribbean and Latin American Networks PDF Print E-mail

Representatives of national research and education networks (NRENs) from across the Caribbean met recently in Kingston, Jamaica to review and discuss research and education applications and services to become available on C@ribNET through its partnership with RedCLARA.

Bryan was excited to finally find the information he needed to finish his thesis and give it the regional flavor he had intended! A dedicated research and education network, with numerous data sources, as well as contacts for other researchers also focusing on his field of study, were readily available.

Samoya was thrilled that the doctors and specialists had been able to diagnose the illness of her baby in time for her to get treatment. The dedicated, high bandwidth network had made possible to send the baby’s X-rays and scan results quickly to the specialists hundreds of miles away from her remote community. Her baby would now have a chance to have a normal life.

After hurricane Ivan, Tanya and her brother had to live with relatives on different islands, but they have both been able to attend classes at the state community college at home through e-learning and virtual classrooms. Like many students in non-campus countries, now they can stay in their countries of residence and take courses and programmes from tertiary institutions in any country in CARICOM and overseas by virtual learning.

These are only three examples of applications that will become possible for Caribbean people using the C@ribNET, the region’s research and education network, especially as it forges closer ties with its sister network, RedCLARA in Latin America.

This collaboration led to representatives of national research and education networks (NRENs) from across the Caribbean meeting recently in Kingston, Jamaica to review and discuss research and education applications and services to become available on C@ribNET through its partnership with RedCLARA.

NRENs, are special purpose, high bandwidth telecommunications networks that connect closed, user groups of academics, researchers and other institutions within a country that are engaged in knowledge creation and dissemination. This is different from commercial Internet, and so does not suffer from congestion, making it suitable for user groups with special interests and special needs, such as for security purposes or for high bandwidth to transmit capacity data, such as X-rays etc.

Mr. Luis Nuñez, Manager, Academic Relations, RedCLARA shared the applications in a presentation that included focused services to communities, a one-stop-shop for:
-    Web conference
-    Videoconference
-    Content management
-    E-Learning System (moodle)
-    Video on Demand
-    Web: Wikis, blogs
-    Researchers/Funding opportunities/Partner search
-    News, Agenda

CKLN 2The respective countries present will continue to develop their NRENs based on a blueprint developed by the Caribbean Knowledge and Learning Network, CKLN, adopted from international experience and adapted to each national situation. CKLN will also further facilitate their development through study visits and other capacity building and institutional strengthening activities.

CKLN has been supporting the development of NRENs at national levels and the establishment of C@ribNET enables the Caribbean institutions to connect to each other and to other international networks such as Internet 2 (USA), RedCLARA (Latin America) and GÉANT (Europe).

Mr. Ken Sylvester, the Chief Executive Officer of the CKLN, the CARICOM agency charged with establishing C@ribNET, noted that NRENs will serve as a springboard for innovation, with spin-offs to industry, education, healthcare, e-government, agriculture, culture among other areas. “These networks are increasingly viewed as the critical component of modern teaching, research and learning and play a key role in the region’s efforts to not only increase ICT at all levels, but will enable greater collaboration and functional cooperation.”

The meeting was organized by the CKLN, and supported by the Inter-American Development Bank, IDB.
