Call for the MAEC-AECI 2010 fellowship programs in Spain for foreign citizens PDF Print E-mail
Written by Tania Altamirano

On December16, the Official State Bulletin (BOE) published the Resolution approving the Notice of Fellowship Programs of the Ministry of Foreign Affairs and Cooperation (MAEC) and the Spanish Agency of International Cooperation for Development (AECI), for foreign citizens for the academic year 2010-2011.

AECIDThis initiative of higher education training is an important instrument of Spanish cooperation policy with countries receiving official development aid. It is also essential to the cultural and scientific relations between Spain and the rest of the world.

Its main aim is to finance the cost involved in training at universities, research centers and agencies Spanish and foreign, foreign graduates, with training designed to provide superior human resources, essential for self-development and sustainable, and industry as a strategic element of the Spanish official aid to development, and also of its cultural policy abroad.

In this sense, the program seeks, on the one hand, support the training of specialists and skilled professionals and, secondly, the creation of scientists, both researchers and technologists, to strengthen academic and research institutions of the countries with which Spain maintains cooperative relations.

Importantly, this call reflects some changes which are reflected in:

 1. Separation of the call: one for Spanish and other foreigners.
2. Grouping of different programs to prevent the dispersion / confusion (24 programs listed in the 2008 call).
3. Consistency between programs and the European Higher Education Area.
4. More scholarships for PhD (thesis completion) to 4 years. This stems not only from the demands of the trainees but the vision of universities and public research bodies consulted.
5. Revision of the wording of the notice and fitness for a language understandable by users.
6. Compliance of the call with the Open Access Movement (Open Access to scientific literature).
7. It opens the possibility that part of the management of grants, without MAEC / AECID loses control of his call and resolution, go to universities and PROs.
